Building bridges between systematic reviews and Brazilian decision-making: methods for disseminating evidence

Abstract
Background: This is a preliminary project for publishing a synthesis of the systematic reviews which were requested by the Ministry of Health from the Brazilian Cochrane Centre and Social Medicine Institute, between 2004 and 2005. These studies were funded by the Department of Science and Technology (Decit) of the Secretariat of Science, Technology and Strategic Inputs (SCTIE), which is responsible for the coordination, promotion and dissemination of HTA at Brazilian Public Health System (SUS).
Objectives: To turn the technical texts of systematic reviews into texts with accessible language for SUS managers, stakeholders and consumers.
Methods: First, we searched the following HTA agencies and scientific dissemination networks: Health Evidence Network - evidence for decision-makers (HEN) from European WHO, Canadian Agency for Drugs and Technologies and Health, International Network of Agencies for Health Technology Assessment (INAHTA) and the database from Clinical Evidence (BMJ). Then, we developed our own standards for disseminating evidence, using a model of brief syntheses. The process, currently under construction, involves external expertise. These experts will be responsible for analyzing studies and public policies related to health care and will write the syntheses following a standardized model.
Results: The following items will be standard inclusions: 1) Logo; 2) Promotion DECIT/SCTIE/MS; 3) Link for methods; 4) Headline, Title, Authors, Reference and link for the complete text; 5) Key points; 6) Political and epidemiological aspects in Brazil; 7) Aims of the systematic review; 8) Description of the question, technology and the intervention evaluated and the dimensions analyzed; 9) Methodology of the systematic review; 10) Main qualitative and quantitative results; 11) Authors' conclusions; 12) Considerations and recommendations in the scope of Ministry of Health for policies of health, for consumers, for health professionals, for SUS stakeholders and for further research; 13) Information sources.
Conclusions: This project will be an important strategic development for disseminating systematic review evidence developed in response to Ministry of Health requests, to support decision-making at different levels.
