Engagement in the Clinical Pratice Guidelines development process: from evidence to implementation.

Abstract
Background: The development of Clinical Practice Guidelines (CPG) is a complex process that involves the engagement and recognition of an entire society to legitimize the documents as a public health policy, to be adopted for the benefit of all. In Brazil, this process is led by the Brazilian Ministry of Health (MoH) advised by the National Committee for Health Technology Incorporation (Conitec). Within the scope of Conitec, Health Technology Assessment (HTA) provides government decision makers with scientific evidence to contribute to political decisions and resource allocations. However, it is essential that HTA products are accessible to health professionals, government and society.

Objective: Describe stakeholder engagement strategies in the CPG development process for the successful formulation, adoption and implementation of evidence-based public policies.

Methods: This is a descriptive study of the stakeholder engagement strategies in the process of developing CPG by Conitec.

Results: Conitec has adopted a series of strategies to engage stakeholders in the process of updating CPG and their dissemination. The prioritization process established by the MoH to update CPG includes the participation of managers from different levels of health care, which include issues highlighted by local needs and national agenda. Furthermore, throughout the updating process there are spaces created for the participation of patient, health professionals and representatives of medical societies. The Public Consultation allows the participation of the entire society. Furthermore, discussions related to Conitec's recommendations are recorded and are available to the public, bringing transparency to the decision-making process and formulation of public policies. In order to make the recommendations more accessible, Conitec has published summarized versions of the CPG, also as an implementation strategy. The dialogue established at all stages of formulating and adopting recommendations involves interested parties and promotes the dissemination of the CPG.
Conclusions: Stakeholder engagement and transparent policy formulation are crucial factors in developing a CPG and implementation strategy. Aware of the different needs presented by the population and the use of HTA as a political instrument to implement national demands for sustainable health systems, Conitec supports the involvement of the different perspectives of the main stakeholders to make evidence-based decisions.
