Evidence forms used in EIDM: a scoping review based on EVIPNet cases

Abstract
Background: Supply of evidence is an important component of evidence-informed decision-making. Understanding the current state of using different forms of evidence helps to produce and use evidence.
Objective: To systematically collect cases of evidence-informed decision-making in EVIPNet and analyze the form of evidence used.
Methods: Web of Science, PubMed, EVIPNet, and the World Health Organization website were systematically searched until February 8th, 2024. According to the Global Commission on Evidence to Address Societal Challenges (The Evidence Commission report) definitions of forms of evidence, evidence was divided into 3 categories: domestic evidence, global evidence, and other types of information. Studies were analyzed according to the above 3 types of evidence based on EVIPNet country team cases, which were manually selected and coded by 2 independent reviewers, and any conflicts were discussed with a third reviewer.
Results: Searches of 43 cases of evidence-informed decision-making were finally included after screening and represented 14 countries. Overall, (1) 24 cases used domestic evidence, of which 4 used data analytics, 1 used evaluation, 1 used behavioral/implementation research, 13 used qualitative insights, 2 used technology assessment/cost-effectiveness analysis, and 3 used guidelines; (2) 14 cases used global evidence, including 13 cases that used evidence synthesis, and 1 that used emerging evidence; and (3) 8 cases used other types of information, including 2 cases that used jurisdictional scan, 1 that used key-information interviews, and 5 that used deliberative processes.
Conclusion: The review suggests that qualitative insights and evidence synthesis are the most used forms of evidence in EVIPNet.
