Abstract
"Background: The National Committee for Health Technology Incorporation (Conitec) assists Brazilian Ministry of Health (MoH) in Clinical Practice Guidelines (CPG) development and update. These documents bring together guidelines and recommendations for health professionals, health managers and patients about diagnosis, treatment and monitoring of various diseases in the Unified Health System (SUS). The development and update process is based on scientific evidence and considers the efficacy, safety, effectiveness and cost-effectiveness of the technologies. It involves several steps and follows the methodological guidelines established by the MoH.
Objective:To present the guidelines published by MoH and the guidelines developed within the scope of the public health system in Brazil since Conitec creation.
Methods:Descriptive qualitative study on the process of developing and updating CPG by Conitec within the scope of the public health system in Brazil. Data collection and analysis were carried out using Excel software, 2010. The analysis included the CPG published from 2012 to 2023, considering both new and updated ones.
Results: The Ministry of Health published 185 guidelines in the study period. Among these, 62 (34%) are guidelines on rare diseases, such as Cystic Fibrosis, Spinal Muscular Atrophy 5q type I and II - SMA; Amyotrophic Lateral Sclerosis and Myasthenia Gravis. Currently, 75 guidelines are in the drafting or updating phase. In the period from 2012 to 2023, 129 (38%) new CPG were created, 167 updates of CPG and 8 CPG revocations. The annual average for developing and updating guidelines was 25 (standard deviation ± 6.8) guidelines.
Conclusions:The Ministry of Health guidelines are used throughout the national territory. The development of guidelines based on the best available scientific evidence contributes to achieving better health results in the Brazilian population and qualify the health care provided in the Unified Health System.
