Workshops on evidence-based medicine for health professionals who support judicial decisions related to healthcare in Brazil

Abstract
"Background: Brazil's legal demands have increased, necessitating the use of evidence-based strategies for efficient decision-making, preserving the judiciary's efficiency, and ensuring the sustainability of the public health system.
Objectives: To report the implementation of an in-loco educational initiative to health professionals who provide scientific and technical support to magistrates on judicial decisions on healthcare.
Methods: A descriptive study was conducted at Hospital Sírio-Libanês, São Paulo, Brazil.
Results: Since 2016, Hospital Sírio-Libanês has been conducting the project 'Supporting Health Related Judicial Decision in Brazil' in collaboration with the Brazilian National Justice Council and with funding from the Brazilian Ministry of Health. For 2023, 8-hour workshops were conducted to qualify health who support magistrates in the courts by producing evidence summaries for specific concrete cases. State courthouses hosted the 11 workshops, which were lectured by senior researchers (with skills in Health Technology Assessment, HTA) and were attended by 223 participants. Prior to each workshop, the methodological needs and doubts of the participants were assessed to personalize the activities. Innovative educational strategies with active methodologies have been used. The most requested topics included health databases, search for evidence, study designs, risk of bias, certainty of evidence, specificities of orphan drugs for rare diseases, and conflicts of interest. To evaluate the impact of the training on the participants' skills, a post-course questionnaire was used, employing an interactive learning platform. Participants had a very positive evaluation of the workshops.
Conclusions: This descriptive study presented a feasible educational initiative to disseminate evidence-based medicine (EBM) concepts and conduct practical activities for health professionals who provide technical support to magistrates. It reinforces the pivotal role of EBM in contributing to the sustainability of the Brazilian public health system. This initiative can be useful for other countries with a similar scenario where legal proceedings in healthcare represent a financial burden and risk for guaranteeing universal and equanimous healthcare.
