Impact evaluation framework for evidence-based e-health projects in Sri Lanka

Abstract
Background:The paper focuses on the multidimensionality of ICT in e-health projects in Sri Lanka. Initiating shared competences in ICT for development has driven the societies towards efficient and effective results with the implementation of e-health projects. The objective of the e-Health Policy in Sri Lanka is to adopt ICT solutions appropriately in the healthcare sector to improve the quality, efficiency, patient safety, and cost effectiveness of healthcare thus contributing to achieve the goals set out in the National Health Policy.

Objectives:The purpose of the poster is: 1) To provide evidence implementation and evaluation of e-health project for enhancing the implementability of evidence tools for results-based management and policy; 2) to design and evaluation of dissemination and implementation of e-health programmes; 3) to improve quality improvement methods and performance measures; and, 4) to measure policy and practice impact of the e-health projects.

Methods:The methods applied for developing the evaluation framework for the e-health project are based on the Theory of Change following Logical Framework Approach with focusing reliable result validation using mixed approach of integrating quantitative and qualitative impacts.

Results:The evaluation framework creates successful results achieving dynamic impacts while expanding for innovative, multiplicative and replicative outcomes creating and expanding the project activities based on the recommendations, guidance and policies. The results also revealed that the quantifiable and non-quantifiable impacts are evaluated with the approach for successful impact generation in health in terms of socio-economic and technological standards. The case studies complement the quantitative survey results derives the holistic scenario of enforcing e-health project evaluation.

Conclusions:The development of policies and practices of e-health projects based on the evidence from the evaluation framework for increasing robust health information systems that provide comprehensive, accurate, reliable, relevant, accessible, timely and cost-effective health information for evidence-based decisions.
