Abstract
Background:
The need for evidence-informed policy-making is well established in the global policy environment today, particularly in the health policy arena. Translating knowledge into policy, however, presents significant challenges and opportunities. The Nepal Health Research Council (NHRC) is embarking upon an initiative from March 2014 to promote evidence-informed policy-making through an evidence support group to support development of the third National Health Sector Programme (2015-2020). The Nepal Health Sector Programme-I (NHSP-I), the first sector-wide approach (SWAp) for health in Nepal, ran from July 2004 to mid-July 2010. Building upon this, the Ministry of Health and Population designed a second phase of the programme (NHSP-II, 2010-2015); currently NHSP-III is under development.
Objectives:
This study will assess the quality of evidence documented in NHSP-I and NHSP-II policy documents to inform evidence support activities for NHSP-III development.
Methods:
From April to June 2014, the NHRC will review the previous two National Health Sector Programme planning documents to assess by health sector programme thematic area: number of citations, number of systematic and Cochrane systematic reviews, and the level and quality of evidence cited (GRADE). Study results will establish a baseline against which to evaluate the impact of the Cochrane-driven Evidence Support Group on NHSP-3 policy development. The study process will build capacity in the Evidence Support Group to utilize Cochrane methods, such as the GRADE system, to strengthen the translation of evidence into policy.
Results:
Results will be available for presentation at the Colloquium.
